CMS SPARC TEAM MEMBERS AND SERVICE EXPERIENCE

Irving Burton Associates (IBA) is an IT industry leader that provides systems engineering and technical management services for the Defense Health Agency (DHA) Health Information Technology (HIT) (J6) Solution Delivery Division (SDD). SDD is the nation’s largest HIT acquisition program, responsible for over $250 million in annual IT investments and tracking for billions of dollars annually in health care services covering over 9.6 million beneficiaries. IBA delivers Agile based solutions for over two dozen SDD systems. IBA’s Agile/Scrum methodology and transformation helped SDD improve time to market by 400% and reduce release overhead and release costs by 80% and 60%, respectively.

Nitor is a small Health IT focused company having served US Federal Agencies for over a decade and more recently the commercial Health IT related market. Nitor developed, supported and enhanced the CONNECT software product suite for Federal Health Architecture (FHA), Office of the National Coordinator for Health IT (ONC). CONNECT, the primary tool to securely communicate patient information via the National Health Information Network (now the eHealthExchange), is deployed as a gateway between a participant’s electronic medical record system and the NHIN. For the ONC S&I NwHIN, Nitor managed the operation of the exchange, defining and refining onboarding and validation business processes and workflow, and facilitating and assisting organizations through the processes required to become a trusted partner and join the Exchange.

Ariel Partners specializes in Agile/Lean system engineering for government and commercial clients. Ariel currently leads the development of the Combined DNA Indexing System (CODIS) software for the FBI. The CODIS system leverages forensic DNA technology to help solve crimes, and is the largest DNA database in the world. Ariel transformed the system-engineering life cycle from waterfall to Agile/Scrum, and is a certified Lean Kanban training provider with proven expertise developing scalable solutions using Big Data, NoSQL, and Data Warehousing technologies.

QUALITY ASSURANCE PROGRAM

Edgesource achieved ISO 9001:2015 certification with our established, documented Quality Management System (QMS) that includes our Process Asset Library of defined, repeatable processes and associated process assets (templates, forms, checklists, etc.). The QMS defines how we incorporate quality control (QC) and quality assurance (QA) into our support of all of our customers, from HHS and DoS to DoD and intel agencies. We were appraised at CMMI Level 3, demonstrating our implementation and continuous use of these proven processes. We incorporate quality assurance into our customer support, ensuring the quality of the products and services we deliver. For all of our contracts, we quality inspect deliverables before submitting them, and we test software and systems before they get deployed. In addition to providing quality assurance of the products and services we provide to our customers, we also provide direct QA support for some customers, ensuring quality of data, IT systems, training modules, and other items.
